This may help to see how it was downloaded onto your computer, and might help others to find out for you how this has happened.

Now, once you've captured that IEHV information, getting rid of the software is pretty easy. You can either use one of the virus removal solutions mentioned on this site, such as Prevx, or you can do a system restore, but be careful to go back at least a week from when the pop ups appeared. Also be careful to remove all other system restore points (by turning system restore off then on again).
I would also urge you, please, to complain about this to your local Trading Standards. If you did not sign up to the website you mention, you should not be getting these pop up bills. But you are not alone, and we can help you, so try not to get too distressed. And, please, do try to capture that Internet Explorer history - it could help us to stop this nuisance for others in the future.
