Seven day County Court Letter

As with most other people's experience we had a pop up appear on our computer stating that we had  gone through their registration process and accessed their website and could we pay the sum of £28.99 for the privilege.  We declined their offer and have just recieved their seven day letter or otherwise proceedings will be issued in Northampton County Court bla bla bla.  I am aware that I am not alone in my plight but to date has anyone actually been taken to Court for non payment?
